Former Mayor Giuliani testified about the city’s response to the September 11, 2001 terrorist attacks on the World Trade Center. Among the topics he addressed were the effectiveness of emergency response by the fire and police departments, the heroism displayed by officials and civilians on that day, problems experienced while reacting to the event, and subsequent reforms to improve emergency response to a catastrophic event.
